PALM BEACH COUNTY SCHOOL BOARD SPEC MTG RE: HEAD START
MINUTES
Minutes: The only Head Start Program governed by the School District is in operation at the Delray Full Service Center. The primary purpose of Head Start is to enable children to enter school ready to learn. The program provides educational, health and social services to participating children and operates 180 days, Monday through Friday. The School Board's major responsibilities are governance and fiscal management. The Board must ensure adherence to policies, procedures, and organizational structure. Federal Performance Standards and the terms of the contract must be met. In addition, the Board must establish a dispute resolution process; as well as shared decision-making regarding personnel and grant application. Appropriate internal controls will be necessary to safeguard federal funds. Dr. Janice Cover, Assistant Superintendent of Quality Assurance, provided a presentation to Board Members and reviewed the following topics: Other Professional Services; School Board Responsibilities; Governance; and Fiscal Management. Board Members discussed: data panel information; tracking students; school readiness data by pre-school registration; and interaction with parents. Dr. Carmen Nickolas, Palm Beach County Head Start, reviewed statistical information regarding the Head Start Program.
